Accessibility
Everyone should be able to use this site.

We want this site to work for every visitor, including people using screen readers, keyboard-only navigation, magnification or voice control. This page says what we are aiming at, where we know we fall short, and how to reach a human if the site gets in your way.
The standard we work to
We aim to meet Web Content Accessibility Guidelines (WCAG) 2.1, Level AA, published by the World Wide Web Consortium. These are the guidelines most widely used to measure whether a website is usable by people with disabilities, and they are the benchmark referenced under the Americans with Disabilities Act and California’s Unruh Civil Rights Act.
What we have done
- Pages use proper headings, landmarks and reading order, so screen readers can navigate structurally rather than word by word.
- Every page has a skip-to-content link for keyboard users.
- Images carry alternative text, and decorative images are marked as decorative so they are not read aloud.
- Text and background colours are tested for contrast at Level AA.
- The site does not disable pinch-zoom, and it reflows to a single column on small screens without horizontal scrolling.
- Form fields have visible labels, required fields are marked, and errors are described in text rather than by colour alone.
- Language is set on every page so screen readers use the right pronunciation.
Where we fall short
We would rather tell you this than let you discover it.
- Automated testing catches only part of what matters. Our manual review of keyboard navigation, visible focus states and screen-reader reading order is ongoing rather than finished.
- Documents we send clients — reports, utility records, correspondence from third parties — may not be accessible. Tell us and we will provide the content in another format at no cost. Utility bills and program paperwork are often scanned images we did not create.
- Where we link to a utility or program administrator’s website, we do not control its accessibility.
We do not use an accessibility overlay
Some sites install a widget that claims to make them accessible automatically. The disability community has been clear that these tools frequently make things worse for the people they claim to help. We have chosen to build the site properly instead, which is slower and does not come with a badge.
If the site gets in your way
You do not need to use this website to do business with us. Call (833) 683-7245 and we will take your enquiry by phone, including anything the forms would normally collect.
To report an accessibility barrier, email support@utilitybillrecovery.com or call the number above. Please tell us the page, what you were trying to do, and the browser or assistive technology you were using, if you know it. We aim to acknowledge within 2 business days and to respond substantively within 10. If a fix will take longer, we will tell you how we will get you the information in the meantime.
Formal complaints
If our response does not resolve the matter, you may contact the Civil Rights Division of the U.S. Department of Justice, or the California Civil Rights Department. We would much rather hear from you first and fix it.
